The rank and file members of the Rossa Cartel, the kind that are on the street shaking down shopkeeps for protection money, or breaking the knees of some juveniles who decided to take coins from a beggar’s jar. Most people recognise these kinds of men as soon as they see them, and their unpredictable behaviour can often confuse people if they’re upstanding or unseemly, though they are seemingly unbound by moral codes. They answer to the call of the Cartel, and by and large that call is Skilet’s.
